POSITION:              PROGRAM MANAGER SENIOR III (5484)

                                  (Chief of Staff, Office of The Adjutant General) 

LOCATION:             Fifth Regiment Armory, Baltimore, Maryland                                 

SALARY:                 $73,341 – $117,751 (Grade 25)

POSITION DUTIES:  This is a Designated Special Appointment position that will serve as the Chief of Staff for the Maryland Military Department and will perform as a member of the Adjutant General’s senior management team.  The position is responsible for initiating and coordinating high-level and sensitive actions and decisions on behalf of The Adjutant General including preparing, authenticating, and distributing the Standard Operating Procedures and standards for the Military Department; monitoring the execution of instructions, plans, and orders issued by The Adjutant General and the Maryland Military Department; reviewing and analyzing areas of interest to The Adjutant General to determine and enhance their effectiveness in supporting operations and achieve the objectives of the Military Department; preparing a wide variety of written communications to subordinate commands which express the ideas and directives of The Adjutant General; presenting to members of the legislature and Federal Agencies ideas and directives which have been identified by The Adjutant General as necessary to carry out the goals of the Military Department; preparing correspondence for The Adjutant General to the public as well as other Federal and State Agencies; conducting staff research based on identified problems or areas of concern; maintaining policy files, command and internal Standard Operating Procedures, staff section records and reference files for the Military Department and The Adjutant General; and supervising the Directors of Finance and Administration, Facilities and Installations, Program Equity, FreeState ChalleNGe Academy and Honor Guard Program, and the Public Affairs Officer. 

MINIMUM QUALIFICATIONS:

Education:    A bachelor’s degree from an accredited college or university.

Experience:  Ten years of experience in professional work.  Six years of this experience must have involved the supervision of other employees or exercising responsibility for program development.

Note:    Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.

SELECTIVE QUALIFICATIONS:

  1. 1.    Two years of administrative or professional experience in the military or in a nationally recognized agency or organization devoted to serving veterans, such as state or federal Veterans Employment and Training offices, all of which must also have included program development or supervisory responsibility; OR
  2. 2.    Two years of in-depth experience in upper management at the rank of program manager or department head and directly reporting to the agency head or equivalent.

LICENSES, REGISTRATIONS AND CERTIFICATES:

The successful candidate will be required to travel throughout the State and will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
