The Baltimore Sun

A Dundalk man was jailed on first-degree murder charges after he walked into a Baltimore Police station on Sunday and confessed to, with a now-dead accomplice, fatally stabbing two people in Northeast Baltimore in 2014, authorities said Wednesday.

Police wrote in charging documents that Scott Anthony Barnett, 45, initially gave incorrect victim names to investigators. But detectives eventually determined that the victims were two missing people: Terrill Lehman, 41, and Charles Webster, 46, according to police.

Lehman and Webster had been reported missing in 2014. But the cases weren’t investigated as homicides until this week when Barnett told a detective he and another woman stabbed the couple at their shared Northeast Baltimore home, police wrote. Then, he dismembered the bodies and placed the parts in trash cans in “various locations” around the residence on the 1600 block of Ralworth Road in the Hillen neighborhood, according to police.

Their remains still haven’t been found, police wrote in a Wednesday news release.

Police wrote in charging documents that Barnett said that he and his child’s mother, who died in 2022, were living in the basement of a home shared with Lehman and Webster, though he remembered the couple by different names. They knew each other from attending the same methadone program, and Webster would “extort them for money and drugs” from them in exchange for living at the house, police wrote.

Barnett said that one day in November 2014, he and his alleged accomplice came upstairs and saw that the couple was intoxicated. He and his alleged accomplice then started stabbing them, police wrote.

Then they grabbed a shower curtain, dragged the bodies downstairs and dismembered them with saws, he told police. They disposed of the bodies in neighborhood trash cans “in a week’s time,” police wrote.

Detectives wrote that they presented Barnett with photos of Lehman and Webster, and he identified them as the victims. He signed both of them  — “I killed him” on Webster’s and “I stabbed her” on Lehman’s.

Barnett was taken to Central Booking and charged with two counts of first-degree murder and other charges. A judge ordered Wednesday for him to remain held without bail. He did not have a defense attorney listed in online court records.
