Member of PCP Ring Gets 14 Years in Prison

A 24-year-old Glen Burnie man labeled by authorities as a career criminal has been sentenced to 14 years in prison for trafficking in PCP and cocaine in Anne Arundel and Prince George’s counties, according to the Maryland U.S. Attorney’s Office.

Ryan David Matthews — who federal prosecutors said has two prior convictions related to drug distribution and violent crime — pleaded guilty in U.S. District Court in Greenbelt and was sentenced on Friday.

Prosecutors said that Matthews paid an undercover informant to buy PCP four times between July 2010 and March 2011. The prosecutors also said that he bought half-ounce bottles filled with a total of 42.5 grams of PCP from a co-conspirator.

The U.S. Attorney’s office said agents with the federal Drug Enforcement Administration, and police with departments in Anne Arundel and Prince George’s counties, executed 11 search warrants and seized a total of 283 ounces of liquid PCP, 5.6 grams of cocaine, two handguns and a Mercedes Benz CI 500.

Police said they arrested several other people connected to the drug ring. Prosecutors said that another man from Glen Burnie, Charles Ladrell “Jody” Downs, 40, and four others have pleaded guilty in the case. Four of the suspects have been each sentenced to two to five years in prison.
